This is the kind of bill it is really important to publicize. Perhaps it might serve as a wake up call some relatively moderate conservatives who buy the line that liberal concern over the continuation of reproductive rights is just scaremongering. Here in Jersey a lot of moderate Republicans push away fears about Roe vs Wade being rolled back because their experience is with conservatives in Jersey, a pretty progressive state, they forget about some of the crazies in other parts of the country and about how much power they are amassing.
Yet again I am embarrassed to be living in Virginia. Though, for what it's worth, I first learned about this from a fellow Virginian who e-mailed me earlier today asking me to write my representative. Which I'll do right after I post this comment.

If this goes through, I'll just move to London next year after graduation.
It indeed would be crazy if that were the intent of the bill. This is what happens when people get their information from the internet - especially blogs. Everyone just reacts on partial information. Sigh. Ayelet, you're a lawyer. Please tell me that you at least checked to see if what you had read was accurate before spouting off.
If you are all truly upset, do a little research and see for yourself what the true intent of the bill is.
I'm going to head over to your blog now, Gracie. I've always assumed that this was a way to get at the "baby in a dumpster" problem. The problem I have with this is that the statutory language was overbroad, and overbroad for a reason. In Virginia and other states with aggressive anti-choice movements there is a concerted effort to reframe debates such as this one to implicate abortion. As we see from the follow up, this is an easy law to frame. Anyone who gives birth to a full term or near term infant must inform, etc. etc.
Even then, it's an absurd law. This is a person so messed up she's putting a baby in a trash can. You really think this law is going to have an effect on her? The better way to approach these are those baby drop off ads. Ah, but then we wouldn't be punishing her. And punishing her is what we really want to do.
